Vincent Valentine A transport economist and educationalist who works for the United Nations Conference on Trade and Development (UNCTAD) in Geneva, Switzerland. Whilst here he has held various roles including project coordinator and principal author working on an annual publication titled Review of Maritime Transport, principal author, chief of transport and more recently, working on issues related to the WTO’s Council for Trade in Services. Immediately prior to this he served in the transport division of the UN's regional commission in Bangkok, Thailand (UNESCAP), where he developed and conducted Training of Trainers for Freight Forwarders on Legal Liabilities, Risk Management and Insurance. A graduate in Maritime Business and Law who before joining the UN worked in the private sector negotiating financial settlements for a leading maritime transport insurer (P&I Club) and then as a Lloyd’s of London broker. Later he became a Researcher and then Senior Lecturer in International Maritime Commercial Practice during which time he was awarded a Ph.D. for his pioneering research into the measurement of port efficiency using data envelopment analysis. He is the author of many publications in this area and is frequently invited to give keynote addresses at international events on ports and maritime trade-related issues.
